▫️ Effective Date: June 29, 2023 (replaces the former EUTR)

▫️ Core Requirements: Products entering the EU market must meet two criteria: 「Deforestation-Free + Legal Production」

   ✅ Deforestation-Free: No involvement in deforestation or forest degradation after December 31, 2020

   ✅ Legality: Compliance with relevant laws of the producing country (land use, environmental protection, etc.)

I. 7 Core Commodities Regulated by EUDR

1. Wood and wood products (furniture, paper products, building materials)

2. Palm oil (food, cosmetics, biofuels)

3. Soybeans (soybean meal, edible oil, animal feed)

4. Beef and related products (beef products, leather)

5. Cocoa (chocolate, cocoa powder)

6. Coffee (coffee beans, ground coffee)

7. Rubber (tires, rubber products, latex gloves)

Expansion in 2026: Pork, poultry, corn, charcoal, etc.

II. Key Point: Pure Bamboo / Bamboo Products → Fully Exempt from EUDR

✅ Core Conclusion: Pure bamboo products do NOT require EUDR compliance or due diligence

✅ Reasons for Exemption:

1. Bamboo is a grass (Poaceae family), not 「wood」 regulated by EUDR

2. Explicitly stated by EU official and FAO: Bamboo / Rattan are excluded from wood regulation

3. Pure bamboo products (bamboo furniture, bamboo flooring, bamboo pulp, bamboo fiber, etc.) are not in the EUDR list

III. Core Compliance Obligations for Enterprises

1. Plot-level traceability: Provide accurate latitude and longitude of the production plot

2. Risk assessment: Conduct verification based on EU risk classification (Low/Standard/High)

3. Record retention: Keep compliance-related documents for at least 5 years

IV. Penalties for Non-Compliance (Severe)

• Maximum Fine: 4% of global annual turnover OR €20 million (whichever is higher)

• Product Penalty: Seizure, destruction, and ban on entry into the EU

• Enterprise Penalty: Blacklisted, restricted from entering the EU market
